In contrast, the Trudeau Liberals have <a target=\"_blank\" href=\"https:\/\/democracywatch.ca\/liberals-160-million-black-entrepreneurship-loan-fund-over-4-years-in-partnership-with-8-financial-institutions-is-0-9-of-13-4-billion-in-2019-outstanding-small-business-loans-in-canada\/#SB\" rel=\"noopener noreferrer\">done very little to address discrimination in bank lending<\/a>, and nothing to stop gouging of all customers.<\/p>\n\n<p>Recently, <a target=\"_blank\" href=\"https:\/\/www.ctvnews.ca\/business\/ottawa-should-require-banks-to-share-race-related-data-on-services-business-groups-1.5298451\" rel=\"noopener noreferrer\">associations representing Black and Indigenous business owners called<\/a> for the U.S. measures to be enacted in Canada to stop discrimination in bank lending.<\/p>\n\n<p>The call comes after Canada\u2019s Big 6 Banks reported still high profits in 2020 totalling $41.13 billion, just $5.1 billion (12%) less than in 2019 (<a target=\"_blank\" href=\"https:\/\/www.newswire.ca\/news-releases\/bmo-financial-group-reports-fourth-quarter-and-fiscal-2020-results-857120299.html\" rel=\"noopener noreferrer\">BMO<\/a> &#8211; $5.1B; <a target=\"_blank\" href=\"https:\/\/www.newswire.ca\/news-releases\/cibc-announces-fourth-quarter-and-fiscal-2020-results-813491472.html\" rel=\"noopener noreferrer\">CIBC<\/a> &#8211; $3.8B ; <a target=\"_blank\" href=\"https:\/\/www.newswire.ca\/news-releases\/national-bank-reports-its-2020-annual-and-fourth-quarter-results-811238161.html\" rel=\"noopener noreferrer\">National<\/a> &#8211; $2.08;  <a target=\"_blank\" href=\"https:\/\/www.newswire.ca\/news-releases\/royal-bank-of-canada-reports-fourth-quarter-and-2020-results-865220492.html\" rel=\"noopener noreferrer\">RBC<\/a> &#8211; $11.4B; <a target=\"_blank\" href=\"https:\/\/www.newswire.ca\/news-releases\/scotiabank-reports-fourth-quarter-and-2020-results-835426903.html\" rel=\"noopener noreferrer\">Scotiabank<\/a> &#8211; $6.85B; <a target=\"_blank\" href=\"https:\/\/www.newswire.ca\/news-releases\/td-bank-group-reports-fourth-quarter-and-fiscal-2020-results-816947392.html\" rel=\"noopener noreferrer\">TD<\/a> &#8211; $11.9B). listed in <em>Fortune<\/em>\u2019s Global 500 for 2020, and are the 15th (RBC), 20th (TD), 32nd (Scotiabank) and 50th (BMO) <a target=\"_blank\" href=\"https:\/\/fortune.com\/global500\/search\/?fg500_profits=desc&amp;sector=Financials\" rel=\"noopener noreferrer\">most profitable financial institutions in the world<\/a>, and the <a target=\"_blank\" href=\"https:\/\/fortune.com\/global500\/search\/?fg500_country=Canada\" rel=\"noopener noreferrer\">four most profitable Canadian companies<\/a> in the Global 500 (<strong>See<\/strong> <a target=\"_blank\" href=\"https:\/\/democracywatch.ca\/backgrounder-canadas-big-banks-backgrounder\/\" rel=\"noopener noreferrer\">Canada\u2019s Big Banks boasted<\/a> in early April 2020 that the federal government negotiated with the Big 6 Banks to <a target=\"_blank\" href=\"https:\/\/www.ctvnews.ca\/business\/canadian-banks-offer-reduced-credit-card-interest-rate-for-clients-affected-by-virus-1.4882082\" rel=\"noopener noreferrer\">temporarily cut some credit card interest rates for some customers<\/a> (but not for small businesses) who request a deferral for a couple of months, and <a target=\"_blank\" href=\"https:\/\/www.theglobeandmail.com\/business\/article-covid-19-small-business-loans-hit-snag-as-ottawa-banks-dispute\/\" rel=\"noopener noreferrer\">to process small business loans funded by the government<\/a>, in addition to the up-to-6-month <a target=\"_blank\" href=\"https:\/\/globalnews.ca\/news\/6772813\/canada-mortgage-deferrals-coronavirus\/\" rel=\"noopener noreferrer\">mortgage and loan deferrals<\/a> and fee reductions the banks have already offered (but again, only for some customers, with the delayed amount still required to be paid later, plus interest).<\/p>\n\n<p>However, those payment deferrals of about $1 billion have <a target=\"_blank\" href=\"https:\/\/financialpost.com\/news\/fp-street\/banking-watchdog-winding-down-special-treatment-for-covid-19-mortgage-deferrals\" rel=\"noopener noreferrer\">run out for most people<\/a>, including <a target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/business\/covid-mortgages-cmhc-1.5718894\" rel=\"noopener noreferrer\">about 760,000 Canadians who deferred their mortgage<\/a>, and <a target=\"_blank\" href=\"https:\/\/globalnews.ca\/video\/6783725\/coronavirus-outbreak-trudeau-thanks-big-banks-for-cutting-credit-card-rates-almost-in-half\" rel=\"noopener noreferrer\">Prime Minister Trudeau stated on April 6th<\/a> that <em>\u201cwe need to see even more action like this going forward because this is a time to think about each other, not about the bottom line.\u201d<\/em><\/p>\n\n<p><em>\u201cThe big banks can afford to do much more to help during this crisis, and must be required by law to disclose much more information about how they treat customers and borrowers, and about their profits in every part of their business, to ensure they don\u2019t gouge, discriminate against or abuse anyone and to ensure they are effectively required to serve everyone fairly and well with fair interest rates and fees,\u201d<\/em> said Duff Conacher, Co-founder of Democracy Watch.<\/p>\n\n<p><em>\u201cThe federal government cannot tell if the banks are still gouging or treating customers unfairly in this crisis, and won\u2019t be able to tell post-crisis, because the banks are allowed to keep secret the profit levels in each area of their business, what type of borrowers they approve and reject for loan and credit relief, and how many complaints they are receiving,\u201d<\/em> said Conacher. <em>\u201cAs the U.S. did more than 40 years ago, the federal government must require the banks to disclose this information and more to ensure the banks don\u2019t discriminate against anyone, and give everyone who needs it a real break in their loan and credit card payments during the crisis, and serve everyone fairly and well at fair interest rates and fees that give the banks a reasonable profit and not excessive gouging profit levels.\u201d<\/em><\/p>\n\n<p>The Big 6 Banks continue to reap high profits by firing thousands of people, shifting jobs overseas (or <a target=\"_blank\" href=\"https:\/\/business.financialpost.com\/news\/fp-street\/rbc-apology-outsourcing\" rel=\"noopener noreferrer\">using temporary foreign workers<\/a>), cutting services, and hiking fees and credit card interest rates even as the Bank of Canada\u2019s prime rate dropped to record low levels.<\/p>\n\n<p>The Big 6 Banks also paid their CEOs a total of $75 million in 2019 in salary and bonuses (an average of $12.5 million each).<\/p>\n\n<p>The Big 6 Banks\u2019 high profits and <a target=\"_blank\" href=\"https:\/\/www.advisor.ca\/news\/etfs\/big-five-respond-to-boc-cut-by-lowering-prime-rates\/\" rel=\"noopener noreferrer\">cuts to their prime lending rates<\/a> show that they can afford to cut interest rates much more on <a target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/business\/interest-rates-coronavirus-evans-1.5515884\" rel=\"noopener noreferrer\">loans like mortgages<\/a> etc., and also to cut fees much more, and not raise them again to their gouging, excessive profit levels.<\/p>\n\n<p>The more than 97,000 voters are calling on federal parties to work together now to require the banks:<\/p>\n\n<ol>\n \t<li>To cut all their interest rates and fees in half now, and cut loan payments entirely for anyone who needs it, without requiring payment or extra interest later;<\/li>\n \t<li>To disclose detailed profit reports after fully independent audits and keep rates and fees at reasonably low levels in the future (for example, <a target=\"_blank\" href=\"https:\/\/www.bankrate.com\/finance\/credit-cards\/does-law-cap-credit-card-interest-rates\/\" rel=\"noopener noreferrer\">many U.S. states cap<\/a> credit card interest rates);<\/li>\n \t<li>To empower consumers and increase consumer protection by supporting the creation of an independent, consumer-run <a target=\"_blank\" href=\"https:\/\/democracywatch.ca\/question-and-answers-about-the-proposed-financial-consumer-organization\/\" rel=\"noopener noreferrer\">bank watchdog group<\/a> (as recommended by MPs and senators in 1998);<\/li>\n \t<li>To disclose approval rates for credit, loans and account services by neighbourhood and type of borrower, and require corrective actions by any bank that discriminates (as the <a target=\"_blank\" href=\"https:\/\/ncrc.org\/cra\/\" rel=\"noopener noreferrer\">U.S. has required for more than 40 years under the <em>Community Reinvestment Act<\/em><\/a>) as part of their annual <a target=\"_blank\" href=\"https:\/\/cba.ca\/banks-public-accountability-statements\" rel=\"noopener noreferrer\">Public Accountability Statements<\/a>);<\/li>\n \t<li>To re-open basic banking branches in neighbourhoods (where they closed them in the 1990s) to help get rid of predatory pay-day loan companies (and <a target=\"_blank\" href=\"https:\/\/lindsayadvocate.ca\/back-to-the-future-its-time-for-postal-banking-in-canada\/\" rel=\"noopener noreferrer\">banking at Canada Post outlets should also be allowed<\/a> to help ensure everyone has access to basic banking services at fair rates and fees);<\/li>\n \t<li>To cut bank executive pay down to a reasonable level (as <a target=\"_blank\" href=\"https:\/\/www.eipa.eu\/wp-content\/uploads\/2017\/10\/Paola_Bruni_Regulation_Executive_Pay_EU.pdf\" rel=\"noopener noreferrer\">in some European countries<\/a>);<\/li>\n \t<li>To pay their fair share of taxes now, and in the future, by <a target=\"_blank\" href=\"https:\/\/democracywatch.ca\/liberal-budget-leaves-loopholes-and-low-tax-rate-so-canadas-big-businesses-and-banks-keep-too-much-money-for-themselves\/\" rel=\"noopener noreferrer\">closing all the loopholes they exploit<\/a> and (as <a target=\"_blank\" what type of borrowers they approve and reject for loan and credit relief, and how many complaints they are receiving,\u201d<\/em> said Conacher. <em>\u201cAs the U.S. did more than 40 years ago, the federal government must require the banks to disclose this information and more to ensure the banks don\u2019t discriminate against anyone, and give everyone who needs it a real break in their loan and credit card payments during the crisis, and serve everyone fairly and well at fair interest rates and fees that give the banks a reasonable profit and not excessive gouging profit levels.\u201d<\/em><\/p>\n\n<p>The Big 6 Banks continue to reap high profits by firing thousands of people, shifting jobs overseas (or <a target=\"_blank\" href=\"https:\/\/business.financialpost.com\/news\/fp-street\/rbc-apology-outsourcing\" rel=\"noopener noreferrer\">using temporary foreign workers<\/a>), cutting services, and hiking fees and credit card interest rates even as the Bank of Canada\u2019s prime rate dropped to record low levels.<\/p>\n\n<p>The Big 6 Banks also paid their CEOs a total of $75 million in 2019 in salary and bonuses (an average of $12.5 million each).<\/p>\n\n<p>The Big 6 Banks\u2019 high profits and <a target=\"_blank\" href=\"https:\/\/www.advisor.ca\/news\/etfs\/big-five-respond-to-boc-cut-by-lowering-prime-rates\/\" rel=\"noopener noreferrer\">cuts to their prime lending rates<\/a> show that they can afford to cut interest rates much more on <a target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/business\/interest-rates-coronavirus-evans-1.5515884\" rel=\"noopener noreferrer\">loans like mortgages<\/a> etc., and also to cut fees much more, and not raise them again to their gouging, excessive profit levels.<\/p>\n\n<p>The more than 97,000 voters are calling on federal parties to work together now to require the banks:<\/p>\n\n<ol>\n \t<li>To cut all their interest rates and fees in half now, and cut loan payments entirely for anyone who needs it, without requiring payment or extra interest later;<\/li>\n \t<li>To disclose detailed profit reports after fully independent audits and keep rates and fees at reasonably low levels in the future (for example, <a target=\"_blank\" href=\"https:\/\/www.bankrate.com\/finance\/credit-cards\/does-law-cap-credit-card-interest-rates\/\" rel=\"noopener noreferrer\">many U.S. states cap<\/a> credit card interest rates);<\/li>\n \t<li>To empower consumers and increase consumer protection by supporting the creation of an independent, consumer-run <a target=\"_blank\" href=\"https:\/\/democracywatch.ca\/question-and-answers-about-the-proposed-financial-consumer-organization\/\" rel=\"noopener noreferrer\">bank watchdog group<\/a> (as recommended by MPs and senators in 1998);<\/li>\n \t<li>To disclose approval rates for credit, loans and account services by neighbourhood and type of borrower, and require corrective actions by any bank that discriminates (as the <a target=\"_blank\" href=\"https:\/\/ncrc.org\/cra\/\" rel=\"noopener noreferrer\">U.S. has required for more than 40 years under the <em>Community Reinvestment Act<\/em><\/a>) as part of their annual <a target=\"_blank\" href=\"https:\/\/cba.ca\/banks-public-accountability-statements\" rel=\"noopener noreferrer\">Public Accountability Statements<\/a>);<\/li>\n \t<li>To re-open basic banking branches in neighbourhoods (where they closed them in the 1990s) to help get rid of predatory pay-day loan companies (and <a target=\"_blank\" href=\"https:\/\/lindsayadvocate.ca\/back-to-the-future-its-time-for-postal-banking-in-canada\/\" rel=\"noopener noreferrer\">banking at Canada Post outlets should also be allowed<\/a> to help ensure everyone has access to basic banking services at fair rates and fees);<\/li>\n \t<li>To cut bank executive pay down to a reasonable level (as <a target=\"_blank\" href=\"https:\/\/www.eipa.eu\/wp-content\/uploads\/2017\/10\/Paola_Bruni_Regulation_Executive_Pay_EU.pdf\" rel=\"noopener noreferrer\">in some European countries<\/a>);<\/li>\n \t<li>To pay their fair share of taxes now, and in the future, by <a target=\"_blank\" href=\"https:\/\/democracywatch.ca\/liberal-budget-leaves-loopholes-and-low-tax-rate-so-canadas-big-businesses-and-banks-keep-too-much-money-for-themselves\/\" rel=\"noopener noreferrer\">closing all the loopholes they exploit<\/a> and (as <a target=\"_blank\" href=\"https:\/\/www.thomsonreuters.com\/en\/press-releases\/2018\/december\/uk-banks-pay-nearly-double-the-23-percent-effective-tax-rate-of-the-rest-of-ftse100.html\" rel=\"noopener noreferrer\">England<\/a> and <a target=\"_blank\" href=\"https:\/\/www.abc.net.au\/news\/story-streams\/federal-budget-2017\/2017-05-09\/federal-budget-2017-big-banks-bear-the-brunt\/8511364\" rel=\"noopener noreferrer\">Australia<\/a> have) imposing an excess profits tax, and;<\/li>\n \t<li>Finally, enforcement measures and penalties also need to be strengthened to ensure banks, and other financial institutions, serve everyone fairly and well at fair prices (<strong>See<\/strong> <a target=\"_blank\"
