href=\"https:\/\/democracywatch.ca\/wp-content\/uploads\/DConacherComplaintReJimKarygiannisFeb112020.pdf\" rel=\"noopener noreferrer\">complaint<\/a> it has filed with City of Toronto Integrity Commissioner Jonathan Batty requesting an investigation and ruling that City Councillor Jim Karygiannis\u2019 statements recorded in November 2018 and <a target=\"_blank\" href=\"https:\/\/www.thestar.com\/news\/city_hall\/2020\/02\/08\/toronto-city-councillor-says-he-ignores-bylaw-infractions-if-they-vote-for-us-theyre-volunteers-and-they-donate-money.html\" rel=\"noopener noreferrer\">reported last Saturday in the <em>Toronto Star<\/em><\/a> about how he gives preferential treatment to supporters and retaliates against non-supporters violate the <em><a target=\"_blank\" href=\"https:\/\/www.toronto.ca\/wp-content\/uploads\/2017\/08\/968b-ICcode-of-conduct-for-members-of-council.pdf\" rel=\"noopener noreferrer\">Code of Conduct for Members of Council<\/a><\/em> (the \u201c<em>Code<\/em>\u201d).<\/p>\n\n<p>As the <em>Star<\/em> article details, Councillor Karygiannis was recorded saying that he usually doesn\u2019t report bylaw violations by people who volunteer, vote for or donate to him, and that he does report violations by non-supporters with \u201ctwice the pleasure.\u201d<\/p>\n\n<p>The preamble to the <em>Code<\/em> includes three statements of principle that \u201cunderline\u201d the <em>Code<\/em>, including that members of Council should serve their constituents \u201cconscientiously\u201d and perform their functions with \u201cintegrity\u201d and perform their duties \u201cin a manner that promotes public confidence and will bear close public scrutiny.\u201d<\/p>\n\n<p>The <em>Code<\/em> also has specific rules that prohibit: \u201cthe use of one\u2019s status as a member of Council to improperly influence the decision of another person\u201d to advantage of the councilor or their family or associates (Article VII), and treating members of the public inappropriately, including through bullying or intimidation (Article XIV).<\/p>\n\n<p><em>\u201cDemocracy Watch believes that Councillor Karygiannis\u2019 statements amount to a confession that he gives preferential treatment to supporters and retaliates against non-supporters, and that the Integrity Commissioner should investigate and rule that he has violated the council\u2019s code of conduct,\u201d<\/em> said Duff Conacher, Co-founder of Democracy Watch, who filed the complaint affidavit on behalf of Democracy Watch.  <em>\u201cCouncillor Karygiannis\u2019 statements about his actions so unethically violate the key, democratic function of a councillor to serve all constituents fairly and well that the Integrity Commissioner should recommend the maximum penalties of a 90-day suspension of pay and his removal from all city committees and boards.\u201d<\/em><\/p>\n\n<p>Councillor Karygiannis should also face these maximum penalties because the Integrity Commissioner <a target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/karygiannis-code-of-conduct-1.3612555\" rel=\"noopener
