From July 2007 to the end of 2018, former federal Ethics Commissioner Mary Dawson let 95% of federal Cabinet ministers, MPs and government officials she investigated off the hook, including many who clearly violated federal ethics rules. From July 2008 to the end of 2018, former federal Lobbying Commissioner Karen Shepherd let 84% of the lobbyists she caught violating lobbying rules off the hook. An incredible 88 of her 105 rulings were secret rulings. Commissioner Shepherd referred only a few cases to the RCMP, and as a result since 2008 only 4 lobbyists have been prosecuted for violating lobbying rules. Neither the Ethics Commissioner nor the Lobbying Commissioner did any audits to catch people violating the rules – so likely many hundreds of other people have violated the rules without being caught.

In 2010, the Auditor General audited the negligently weak record of the federal Integrity Commissioner, and she was held accountable for her poor record. The Ethics Commissioner’s and Lobbying Commissioner’s records are just as bad as the Integrity Commissioner’s record was.
